I saw an earlier document on Whitehouse.gov giving importers an extension of time to pay for purchases which they, at the time, expected to sell, using the proceeds to pay for the import purchase, but with covid-19, were forced to hold onto goods and unable to pay for them.

Apparently Nanzi objected. In this letter, President Trump asserts his right to make the extension of payment as part of his EO regarding the emergency powers granted him re the national emergency posed by Covid-19.
