No, he’s not signalling TO Dr. Scarf. As an aside, Dr. Fauxi is signalling; during this time, the body language of Dr. Scarf appears as if she wants to be physically distant from him. Methinks that she knows that POTUS is on to their scheming and wants to distance herself from it, but Fauxi will carry on until the end
