it is an industrial beaching agent but without leaving chlorine as a residue. Similar to oxygen

Which is why it's used to clean foods and water.

This ruling reminds me of banning dihydrogen monoxide (H20)

Mixing the concoction with citric acid converts it into chlorine dioxide, which the FDA describe as a “powerful bleaching agent.” In fact, paper mills often use chlorine dioxide to bleach paper, and water companies use the chemical to treat drinking water.

The United States Environmental Protection Agency (EPA) set a maximum level of 0.8 milligrams (mg) per liter, but just a single drop of MMS can contain 3–8 mg.

Individuals who have taken MMS have supplied reports to the FDA. The subsequent list of potential side effects includes severe vomiting and diarrhea, life threatening hypotension (low blood pressure), and liver failure.

Worryingly, some MMS labels claim that vomiting and diarrhea are positive signs that the mixture is working to heal people’s ailments.

No. Claims that chlorine dioxide is a treatment or cure for medical ailments such as autism, HIV, malaria, hepatitis viruses, influenza, common colds, cancer, or other diseases/ailments are not backed by science. Consumption of chlorine dioxide solutions, such as MMS, can cause nausea, vomiting, diarrhea, and severe dehydration. These products should not be consumed or given to someone to consume. The sale of these products as miracle cures is dangerous and has resulted in criminal convictions.

Remember that it is the dose that makes the poison. Yes, chlorine dioxide is used to disinfect drinking water but not in the high concentrations found in MMS. It is also used for other disinfecting purposes but not intended to be drunk in high concentrations nor is there any proof it “cures” any disease and in fact is dangerous.
