Revert to a club program. Problem solved. All college sports should be on a club basis anyhow.
Besides some Div. 1 football or basketball programs, college sports are an expensive which just costs taxpayers and students more.
The (with luck) financial hurricane that is hitting universities hopefully will fix many of the problems of the high-cost, left-wing, useless degree, bureaucratic higher education-industrial complex.

Title IX doesn’t mandate programs does it? Just equality.
So if you had no sports for men or women you’d be in compliance.
