Wouldn't it have been easier for the police to just tell the perp(s) to knock it off if they - as indicated in the article - knew who was doing it?
Maybe I am just "unlucky," but 99% of the people who go au naturel in public are ones I'd have preferred not to see sans clothing. The last exception was over ten years ago, and the previous exception was at least ten years before that.
The last two decades have added the misery of people who run around looking ludicrous in pajamas or other sleepwear; just this morning on my commute I was regaled by a large woman parading across a yard in what were either ugly pajamas or a surplus clown's costume.
