I don’t know what a non criminal indictment is. If you’re indicted a grand jury has determined a crime was committed and secondly, that you committed it. There is no civil indictment.
Grand juries often issue subpoenas for document production, for testimony or other direct evidence.
They are issued by the clerk and made part of the record, searchable on Pacer, but you need the case number.

Grand Juries don’t determine guilt - only if there is sufficient evidence that criminal charges should be brought.
