To me the reason is obvious. Cuomo’s state is flat broke and he sees this as a great opportunity for a Federal money grab. Trump has alluded to this when he speaks of requests for 170,000 ventilators.

Without medical evidence, this article argues that any CV death that has an accompanying comorbidity, isn't truly a CV death. That equal weight has to be given to accompanying disease processes, even tho prior to the point of CV infection, the patient wasn't in eminent danger of death. The question then becomes why is the reporting being done this way, and to what end?
