If you imagine you are General Flynn thinking “I want to show a picture of a coyote and eagle” you google image search “coyote eagle” and this particular one comes up third on the hits. If you google image search “wolf eagle” it doesn’t come up. At least I stopped looking after a bunch of other pictures.
Ergo, the General intended to show “coyote”
