In Utah, Friday, the Governor issued a proclamation "suggesting" Stay Home, Stay Safe, limit travel to essentials, use only local parks, etc.
The mayor of SLC shortly thereafter declared it a misdemeanor ($1000 fine and up to six months in jail) for people violating the Governor's "suggestion".
