The headline is not what it seems. In the UK highly dangerous refers to mortality rates. Think Ebola. What this means is that the MR does not meet a level like Ebola. But since it appears to be highly infectious it is still dangerous.

I also think it means highly infectious, it sounds like NHS has special treatment centers for that class of illness, and now they have decided that the risk for treatment at normal hospitals is not high enough to restrict treatment to the specialized hospitals.

What they should be doing is making random checks on groups of people to see how many have the virus and don't know it...What percentage of the population has the virus??? They won't because they don't want you to know...
