You don’t say how long ago this was. Likely at the time the criteria was flu symptoms AND contact with someone who was positive or someone from China. She should be tested for antibodies still in her system, but given her history with the CA medical system as reported by you it sounds like they would refuse. But if flu systems reoccur she needs to demand a test.
