Health care workers who are healthy and have no symptoms are not tested. Otherwise, they would have to be tested every morning and afternoon. Negative one day can turn positive 30 minutes later, in a hospital setting. Presumably, they are in astronaut suits?
General public Tests are recommended based on symptoms, and also after coming in contact with someone who has tested positive for the virus, but not for reasons of self-curiosity.

I’m talking about the ones that are symptomatic, and that are being told to go home and self-isolate. They don’t want to ‘waste’ a test kit on that lot. Ask around.
