60% will be infected when the virus infects all those who can be infected = 23.7M

Phase I is 5% per English model—based on restrictions that are now in place = 1.2M by the end of April.

Newsom was assuming that no restrictions were in place—his briefing paper was obviously beyond his comprehension. :-)
