Yes, Germany with both a low CFR and a low ND/TD rate looks like they are doing well with this.

Netherlands, Swizerland, Belgium, while also having a low CFR, have the highest ND/TD. I'm not too sure my use of a ND/TD metric means much, but it's interesting and seems to indicate to some degree (at least for many countries) who is having the greatest success in getting control of this.
