My experience as a consultant is that mid-level managers are often the lifers who resist all efficiency. Top management outsources to get around the obstacles of mid-level management.
Sears is the alternative. Let the mid-level managers run the company into the ground despite the best plans of those at the top. Currently, IBM risks being the next Sears as mid-level managers seem interested in their own little empires, rather than the health and profit of their company.

That hasn’t been my experience. Companies I’ve worked for had senior execs that needed to be watered twice a week. YMMV

Also a little funny. From a tech paradigm standpoint, a lot of people are focusing on DevOps. Get the developers closely aligned with the Operators. Have field experiences translate quickly to new requirements and deploy systems fast that meet actual needs. Get rid of time-consuming practices in-between that add little value.
I’m waiting for that thinking to transfer to the bureaucracy: Get the boots-on-the-ground people communicating with the top management layer. Derive a strategic plan based on real experiences out in the real world. Get rid of inefficient bureaucratic layers which only serve to employ middle managers who add little value.
