They usually do fine for my garden.
I got some rice seed from sumdude in Indiana a few years back and it did splendidly.
You may have to be cognizant of WHEN you plant it. Some things might not like really hot weather and do better planted really early so they’d one by the 95F temps, or later so they’re maturing in the cooler fall temps.
I usually have 2 or 3 seasons of stuff, not counting stuff I try to overwinter.

I have a spot that’s always wet unless it’s June/July/Aug and hasn’t rained in a few weeks. Inch of standing water often. Doesn’t it take a lot to process it?
Regarding the regional thing. I’m going by what I’ve seen as reasoning for saving your own seeds, that after several generations, the plant will morph slightly into something perfect for your location/soil and be very resilient.
