The hand off at the car would have to be incredibly quick as the two men were walking briskly. Maybe one side of the folder is red and the other green and he just turned it around? A signal?
Sounds like a reporter is shouting a question about climate change.
Revising my comment about what was said in the red-folder-to-green-folder video. A male reporter seems to be shouting a question, but it sounds like, “Constable(?)/Counselor(?), will Brexit be going ahead?” The phrase “climate change” is in the comments made by a female in the voice-over. If I listened to it about 20 times I might do better, but I don’t see the point.
It looks like the two men are leaving 10 Downing Street, and that probably is significant for the interpretation.
