This is a very good question. I’m a public employee (federal) and I’m getting the sense that our supervisors like things to be either “forbidden” (no telework!) or “mandated” (must telework!). Not something in the middle like “encouraged” as private industry seems to be doing. I think it’s due to the military-ish nature of federal employment.
It’s tough to call in Garbage and Recycling pickups.
Because CA IT infrastructure sucks? (Think DMV). They couldn’t do it even if Newsom ordered it.
Whatever direction he is looking, he is still going to get clobbered in November. Nothing is going to save Dementia Joe.

Maybe so, but Newsom says Calif is in “a state of emergency” If it’s a virus emergency, allowing tens of thousands of state employees to congregate every day at work doesn’t compute.

You are correct. There are many jobs that can’t be done from home.

They don’t do anything in the office. Can you imagine the amount of stuff that won’t get done by working from home?

Most California state agencies haven’t bothered with their Technology Recovery Plans, Business Impact Analysis reports, and Disaster Recovery plans. They also have no idea what their capacity is for VPN or Citrix access, they often have no idea how many laptops they have, and most of their managers are stuck on stupid and pretending that they’ll never be ordered to work from home.
It isn’t Gavin Newsom’s fault, really. He has to battle with California’s version of the same Deep State mentality and mendacity that Trump has to deal with at the Federal level.
Just go on Glassdoor to look up any random California agency and you’ll see this for yourself.
