Containing infected people from other countries--I give that a D--they are at most screening for people showing symptoms--that will get less than half of the actual positive. Most countries can still fly here.

Containing local outbreaks--I give that a F+--all airports open, not even lab equipment for tests, no quarantines anywhere--no significant quarantine infrastructure...
