I think his surgery was in the ‘80s. We’ve seen clips of him from just six months ago and he was typically Joe-weird, but not totally out of it. Whatever happened to him has been pretty recent, I think, and the decline is happening quickly.
It’s no coincidence that everywhere DUmocrats run the state or city, they get exorbitantly rich while the blight and homelessness consume what was once a great place to live.
