It makes no sense. I don’t understand this test kit problem at all. It’s unacceptable and inexcusable.
If you don’t test it and find it, then no one will know it is there. We don’t want to panic the masses, don’t you know!
That’s the only explanation I can come up with.
If you know 80% of cases will be mild...
Why bother counting the cases? It just gets the people riled.
