Philadelphia Return Preparer Convicted of Tax Fraud Used Minors’ Identities to be Claimed as Dependents

A federal jury in Philadelphia, Pennsylvania, found Nvahbulai Quisiah guilty today of conspiracy to defraud the United States, preparing false client tax returns, wire fraud, and identity theft, announced Principal Deputy Assistant Attorney General Richard E. Zuckerman of the Justice Department’s Tax Division and U.S. Attorney William M. McSwain for the Eastern District of Pennsylvania.

According to the evidence presented at trial, Quisiah owned and operated First Premier Tax Service, a tax return preparation business in Philadelphia.  From 2010 through 2017, Quisiah falsified clients tax returns by claiming false dependents, itemized deductions, and business losses to fraudulently increase the refunds paid by the Internal Revenue Service (IRS). 

“The Justice Department and the IRS will continue to vigorously investigate and prosecute corrupt tax return preparers,” said Principal Deputy Assistant Attorney General Richard E. Zuckerman.  “Preparing false tax returns for clients, and using minors’ identities to do so, will not be tolerated.”

“Today’s verdict serves as a reminder to tax preparers (and tax payers) as we find ourselves in the middle of tax season: don’t try to defraud the federal government,” said U.S. Attorney McSwain for the Eastern District of Pennsylvannia. “When tax preparers fraudulently inflate tax refunds, every honest American tax payer loses. My Office will continue to work with our federal partners here and in Washington D.C. to investigate and prosecute these crimes.”

U.S. District Judge Nitza I. Quinones Alejandro scheduled sentencing for June 10, 2020. At sentencing, Quisiah faces 20 years in prison for each wire fraud count, a maximum of five years in prison for conspiracy, three years in prison for aiding and assisting in preparing tax returns, and a mandatory minimum sentence of two years in prison for aggravated identity theft. He also faces a period of supervised release, restitution, and monetary penalties.

Principal Deputy Assistant Attorney General Zuckerman and U.S. Attorney McSwain thanked special agents of IRS-Criminal Investigation, who conducted the investigation, and Trial Attorney Ann M. Cherry of the Tax Division and Assistant U.S. Attorney Anthony Wzorek, who prosecuted the case.

I've been reading the DOJ website for awhile now and realize there's a pattern of countless tax preparers being caught/convicted and healthcare fraud caught/convicted. Those seem to be the two dominant themes I've noticed.

I believe this is the financial blood stream of the swamp drying up. The date range of the violations is usually 2010 to 2017, ah yes when the New Sheriff came into town. I've read over the past 3 years that it's standard practice for prosecutors to drain from the bottom up. This practice cuts off the resources the top layer would otherwise use to defend itself, flee etc. When they move to take the top layer to court for tax fraud, they can show the judge that the official or CEO's take preparer was convicted for tax fraud - it adds to the case.

In this case, the Tax prep guy gets 20 years for each count of wire fraud. Good to hear - these people were keeping the swamp happy and should pay for it.

The swamp is losing money so fast - they're gonna need to borrow money to hire an attorney to fight the tax cases and won't have any left to defend themselves from obama era crimes committed - in those other trials, the prosecutors will also set before the judge convictions of many people below the top tiers, proving the top has long, vast associations with many fraudsters, liars, convicts etc. WINNING

so illegals can come here- steal people’s social security numbers and identities, and not get convicted, but a tax preparerer gets convicted of fraud?

I’m all for convicting fraud- but we MUST be consistent and convict illegals who steal identities too!

Can this tax preparinator escape to a sanctuary city and be protected by liberals too?

(Yes, i like to make up new words- they make me sound more smartilicious)

the biggest fraud by far is the Earned income tax credit

In Seattle WA, both on 3rd ave downtown and in pioneer square/international district

There are storefronts (convenience stores) and certain (information booths) where there is significant scheming to get taxes filled out.

I was hoping that the DT rule about not getting public assistance to gain a green card would help. unfortunately it does not apply to EITC

Arggg ....

But you still need to be able to access the refund. That’s what I don’t understand. The taxpayer is expecting a refund to their account. He inflated it. How is he getting the money? Unless they are signing over that right to him for an advance on their refund.

I learned during my very first tax season when compiling a wealthy individual’s charity deduction - the partner asked me: “Is he already getting a refund?” I said, yes.. He said, “then there’s no reason to cheat”...….

Voter fraud, tax fraud, ID theft, political corruption should have serious penalties like 10 yrs hard labor or just taken out and shot. Ahhhh, its the USA we can’t do those things, so swallow it up. and let it continue.

Maybe the money goes directly to the Swampster who gives the preparer a kickback?
The DOJ just got a conviction from someone re the Panama Papers (2013) which was a historic (in size) leak of an international ring of off shore money laundering - that would likely rope in many of the tax prep cases I've been seeing on DOJ. Given the scale of the Panama Papers, I've just seen a few molecules of the overall exposure/convictions.

So Trump's DOJ  started working their way through the information in the Panama Papers when he took office, that's why so many of the cases I've read are in that range of 2010 to around 2017. Trump's DOJ went after this info  4 years after the actual leak, which took place when Obama was in office. That leak likely impliacted swampsters like Hillary and Sotero, and at least half of congress (WHERE does Maxine Waters, Pelosi et. al get and hide their wealth?). THey must have thought they all got away with exposure - the horror on their faces when Trump won. WINNING!

Each count of wire fraud gets 20 years. WHen I see a light sentence for one of these - I suspect they got a reduced sentence for naming names. It’s the ones at the top who should do the most time.

Some tax preparers handover refunds immediately-——in effect, a loan.

The preparers then pocket the actual refund.

Illegals don't have to steal shit to get a ginormous refund check! The IRS gives them a tax ID no questions asked and the illegals are free to claim as many dependents as possible and any other bullshit they can think of and the IRS literally throws free money at them..........well free to them but costs actual American taxpayers an arm and a leg.

Oh and that tax preparer? I doubt he was just a poor innocent schlub, I have no doubt he 'inspired' his customers to make their claims for a percentage of the proceeds.

Never said he was innocent- I was stating that IF we’re gonna be consistent in prosecuting people- arrest illegals that DO steal people’s identities- as well- Social Security identity theft is a huge problem with illegals- While what you say is true- there are still criminal illegals stealing people’s identities- but law enforcement does practically nothing to them, and liberals even protect them in sanctuary cities-
