Sadly, you ignore racist policies that caused concentrations of minorities in specific areas. Blatant forms of housing discrimination existed in many suburbs, including Cupertino, that were not corrected until the 1970s and thereafter. That created a shift of minorities into formerly all-white enclaves. I've seen neighborhood association rules personally, that forbid sale of homes to asians in Daly City and towns south of San Francisco, still in effect in the 1960s. You point to the Exclusion Act, but there were Jim Crow-like rules in effect many decades later. It is not just an influx of aliens coming into the country; it is also a sea-change in rules that allowed Asian-Americans to flow out of minority enclaves to suburbs in California.

Deed Covenants were thrown out in 1948 with Shelley v. Kraemer.
There’s no doubt that prior to then that Asians were cooped up in “Chinatowns” by the restrictions, but there weren’t that many in any event. And that WAS due to the Exclusion Act, along with the 1924 Act.
But once again...that’s nothing compared to the tidal wave after 1965.
