It is probably cosmetic glue-the same stuff used all the time to attach false eyelashes, pasties and stick-on-bras, etc-it is pretty much hypoallergenic and you’re lucky if it sticks for more than 12 hrs-the pigeons should do just fine, especially if they are trained ones that go home to roost at dark, where someone can remove the hats...

Not really. Cyanoacrylate (super glue) is water soluble. The oils in their feathers will allow the glue residue to fall off in just a few days. Besides, they are pigeons. Sky rats
