One thing that puzzles me is this:
If Operation Mockingbird is a CIA operation, which I believe it is, why can’t the President order it to cease? No more payments from the CIA to US journalists, no more operatives working for US media organizations, no more coordinated messaging (propaganda). By executive order. The CIA may try to go rogue, but any people that continue with the program can be fired, and any administrators, like Haspel, that don’t implement it, should also be fired.
Once the money and coordination dries up, many so-called journalists will leave and go back to something that makes money, and those left behind, without direction from above, may actually go back to reporting the news.

Why can’t the President tell the CIA and FBI to stop spying on him?
For decades now, no one tells the CIA to do or not do anything and survives.

I believe most of the funding for really awful CIA activities comes from trafficking and whatnot.
That’s just my opinion though.
CIA has other money sources, off the books from involvement in Drugs and other activities
