If Operation Mockingbird is a CIA operation, which I believe it is, why can’t the President order it to cease?

Why can’t the President tell the CIA and FBI to stop spying on him?
For decades now, no one tells the CIA to do or not do anything and survives.
Does anyone really believe “Arkanside” is a Hillary created and controlled product?
Hillary and her filthy ilk are just tools. Those who threaten those tools are eliminated.

Plus, the CIA has not only tons of unspent funding squirreled away, they have mountains of cash from their other enterprises, such as opium trafficking, all off the books.
What I suspect is happening right now, is the good guys are monitoring absolutely everything, actively identifying and eliminating swamp dwellers by the hundreds. We’ve heard about big names, but there has to be plenty of minions/flunkies as well.
