This is the interesting part to me

(i) Within 180 days of the date of this order, the Secretary of Commerce shall make available a GNSS-independent source of Coordinated Universal Time, to support the needs of critical infrastructure owners and operators, for the public and private sectors to access.

Since GPS is the distribution system for timing for so many applications and services today, it will be interesting to see what alternative distribution system for timing is developed. In the old days, one would synch up to the USNO atomic clocks by hard line modem, and in the really old days, you would tune in a to the HF broadcast on a radio receiver and set your watch to the metronome.

I used to have a toll-free number to call Coordinated Universal Time and get the metronome over the phone. (I assume it was simply the radio broadcast...)
