The gov website linked describes the SES as the “keystone” of the CSRA of 1978 and says that SES employees “operate and oversee nearly every government activity in approximately 75 Federal agencies” As the POTUS cleans the various agencies, the SES comes to mind as needing industrial steam cleaning.

no federal agency should ever be created or funded in perpetuity. They ALL should have an expiration date.
