Plus, the elevated levels are in the vicinity of the virus epicenter. If it was only industrial pollution, then there shouldn’t be a big difference between the Wuhan levels and the rest of China.

Except the factories there are closed, yes? Coal power plants are typically the largest source of sulphur dixide emissions. No doubt those are all still operating.

China imports and uses high sulfur coal for electrical generation. People staying home results in higher electrical usage. Electrical plants require more coal burning, resulting in higher SO2 output, add in more people cooking from home balcony barbecues with high sulfur content charcoal, since restaurants are all shut down, especially on weekends.
