Yep. No sane person with a concern for the USA and USA citizens would ever sponsor such a bill. I really could not fathom why NY changed their laws so that people were basically committing the same crime (like stabbing people) and just let right back out on the street.

This Algerian thing—seems like an explanation.

The Algerian Strategy is to strengthen the worst of your enemies in order to force the population to turn to you for protection.

Just by the way, the so-called "Algerian strategy" is only one example of an old communist strategy called "pressure from above and below." See below a quote from The Shadow Party by David Horowitz and Richard Poe:

"In a 1957 tract, Czech Communist Party theoretician Jan Kozak explained how a small number of communists managed to gain power in Czechoslovakia through parliamentary maneuvers. The trick was to exert pressure for radical change from two directions simultaneously—from the upper levels of government and from provocateurs in the streets. Kozak called this tactic " 'pressure from above and below.' "
