Can the black vote can make a difference in a primary? I don't know. I think you are right about mayor Pete & blacks.
However, about the general election? I've been wrestling with this for years and I still don't see how any one minority group can sway a national election.
We need to look at individual states where they can make a difference.
Some states are already RAT without them.
Obama didn't get elected because of the black vote.
