Maybe knowledgeable FReepers can explain that? And also what "military-grade weapons" are? In Mexico you cannot own "military" caliber weapons. In a handgun, the largest automatic chambering you can legally own is .380 ACP.

The term "ballistic element" can only refer to the bullet itself as the only part of cartridge that is "ballistic" is the bullet. Now, if a hollow point fractured into multiple pieces, those pieces would be "ballistic elements".
However, I suspect the person using the term may have erroneously included shell casing in the count.
