I think opinions are divided as to whether the SOTU must remain “serious” or whether POTUS could engage in a little bit of “campaigning”.

Personally, I hope he says that politics is in a bad state — the impeachment fiasco and the Iowa caucus should tell us that something is very broken on the Left.

It occurs to me that the SOTU is usually a platform to announce grandiose plans:

"And so tonight I am proposing single-payer health care …"
"Therefore, I will convene a panel to explore Universal Basic Income …"
and so on.

I would love it if the President discussed the "difficulties" in Iowa and a few other places and announces a big, well-funded federal effort to make DARN sure that Nov 2020 was a very clean election indeed.
