Why are you assuming there were any grounds for arrest or handcuffing at all?
It is true that people coming out of a seizure can be confused and combative. The police are not supposed to arrest such a person; they may need to restrain him so that EMS can treat. It might be better just to give him space.
There is no report here that he was combative.

Have you heard or read of stories of people with autism? He also had a seizure at the time. Is an appropriate response to arrest him?
If someone is actually having a seizure, handcuffing them instead of taking them to a hospital is just plain dumb. What would you say if a police officer decided to arrest someone for trespassing because they collapsed from a heart attack on somebody’s lawn instead of calling for an ambulance and administering CPR?

Seizure is a medical issue. Police patrol officers should have enough intelligence to refer a medical issue—someone seeking medical help—to paramedics.
