According to the Board of the Department of police and border guard for the year 2019 the total number of 25000 work permits in Estonia issued to the Ukrainian nationals. This figure of course is a drop in the ocean comparing to the number of Ukrainians working in Estonia illegally.
In 2019 Estonia was experienced the flood of labor force from Ukraine, and growing problems associated with migrants from this country.
Migration of labor force from abroad is the reality of the present day. However, apart from positive influence on the Estonian economy, there are negative sides.
It is possible to identify the key negative trends that are beginning to gain momentum and becoming systematic.
No. 1: Passport and visa problem
Not everyone knows that the Ukrainian with a biometric passport can stay no more than three months in EU under 'No visa deal' and it doesn't give right to employment. Increased burden on border service of the Ministry of interior of Estonia, because it increased the flow of illegal Ukrainian penetration in Estonia.
Over the past year Estonia denied entry or deported back to their homeland dozens of Ukrainians who came on fradulent or unfounded reasons, or to say simplier tried to enter Estonia for illegal work, as well as those who the police caught red-handed on the construction sites of Tallinn and other cities or who overstayed their legal terms.
No. 2: Rental housing
This problem is twofold. Housing has become more expensive for locals and it became harder to find for visitors. It followed all the more unpleasant situations, such as, for example, rental discrimination.

Not every landlord is willing to let in a "team" into their property for fear that they will not be too cultural spending leisure time, creating a discomfort to the neighbors with their noisy behavior and drinking alcohol, and then leave behind trashed apartment. In this regard in the Estonian real estate market has appeared the situation when at the stage of communication with the landlord Ukrainian citizens are getting a waiver on the rent. Another "way out" of a situation which found the enterprising owners of real estate, is organization the kind of dormitories in buildings within the low-income neighborhoods, which turn into little ghettos. It's certainly lead to the criminalization of the situation in these areas because such places are harder to control by the police.
No. 3: Legalization of labor activities and slave-like situation of migrants
Other, probably the most important point, are violations of labor contracts with the Ukrainian workers. Visa-free regime and the opportunity to work in the EU, in particular in Estonia, often turns out for Ukrainian labor migrants into semi-legal existence and the difficult working conditions.
Not only that, the visitors set low rates of hourly pay four or five euros an hour (but even these modest money it is often withheld). So more employers, but rather, the intermediaries who sell labor to businesses and properties, are employment contracts in such a clever way that over time it is easy to fire an employee "at his own request" and actually kick him out on the street.
Also the workers often work more than ten hours without receiving overtime additional payments. There were also cases when workers do not receive proper medical insurance, basic protection, and even work clothing.
No. 4: Criminalization and involvement in human trafficking
Drinking alcohol and unruly behavior of Ukrainian guest workers has become a headache for the residents of some districts of Tallinn, and measures taken by the police do not produce the desired effect. This situation became permanent.
So, one of the "innovations" were Ukrainian working in the criminal sphere of providing intimate services. As noted in Delfi, these girls often have higher education, are not able to find themselves in the legal profession in their native land. And that's just the tip of the iceberg, because the sphere of sexual services is illegal, so there is no official record and one can only guess about the true number of those employed in this shadow business of Ukrainian citizens.
No. 5: the Rejection of migrant workers, local residents and discrimination
Discrimination begins at the stage of finding housing and work. "Ukrainians need not apply" is common in job offering listing.
This is on what the official government shamefully silent, but the growing negativity in society regarding to the Ukrainian labour migrants is difficult to hide. But this negativity is voiced by Ministers from among EKRE (Conservative people's party of Estonia – approx.), as follows from the words of the interior Minister of Estonia Mar Helme in the transfer of "Own truth" on the ETV channel+:
"Visitors from Ukraine are not our people. They are economic migrants who want to get in Estonia for more favourable conditions and higher than in Ukraine earnings. For Estonia these people are the problem, they take jobs away from local residents and are willing to work for less money. Thus, they create pressure on local wages as a whole."
What good said the Ukrainians living in Estonia
During his working visit in Luxembourg on the issue of migration and distribution of migratory flows on the countries of the EU, Mart Helme, opposing the admission of migrants from the Middle East and Africa, said in a statement: "...Estonia itself is now faced with a very strong influx of migrants from the East, from the republics of the former USSR". Also, according to him, Ukrainians are rather integrated into the Russian-speaking community, and "for us, this cultural and demographic problem."
In fact, for Estonia there are two Ukraines: one far away to which we help be "a democratic, European country", and another Ukraine here and now – in form of migrant workers living in the neighboring apartment, working at a construction site, factories. These are the people who, in the opinion of the citizens, in tune with the head of the interior Ministry, taking jobs from locals by working for much lower wages.
The problem of Ukrainian migrant workers requires a solution, but no real action has yet not been developed.

Sounds like the solution is to stop importing their labor.
The purpose of LEGAL immigration is to suppress the wages of the indigenous population, there is nothing more complicated about it than that. Legal immigration is a burden to the workers and tax payers of the country being invaded.
