If they just stop calls from spoofed numbers they could cut out 90% or more of these calls - no way they can’t stop them.
I'm on FIOS (Frontier) which recently started identifying suspect calls by displaying "Potential Spam" as the caller id. The call is not stopped, but it's better than nothing.
