re. If they just stop calls from spoofed numbers they could cut out 90% or more of these calls...

I'm on FIOS (Frontier) which recently started identifying suspect calls by displaying "Potential Spam" as the caller id. The call is not stopped, but it's better than nothing.

ATT has similar protection that makes it easy to report and block such numbers - but with spoofed numbers, you can block someone 20 times and keep getting calls from the entity via different fake numbers.
