A man who had been handcuffed with his arms behind his back by police in Maryland was shot and killed inside an officer's cruiser.
Prince George's County police officers responded Monday night to reports that a driver had struck multiple vehicles near the Temple Hills community, spokeswoman Christina Cotterman told news outlets during a news conference.
When officers located the driver, they smelled PCP and believed the man was under the influence, Cotterman said. The suspect was buckled into the front passenger seat of the vehicle, which Cotterman said is normal for Prince George's County police. The officer then got into the driver's seat.
The man was shot multiple times by the officer's service weapon, the police spokeswoman said.

Cop thought he was reaching into the front of his waist band (what normal people call a belt) and in fear for his life shot him 15 times.
Poor Marvin...
“You must have hit a bump or something.”
That’s what you get for not having an opinion.
PG is a heavily Black area.
This could cause serious problems.
I’ve never imagined anyone who is arrested riding in the front seat with the officer, let alone someone on PCP with it’s known effects (super human strength, derangement, etc.)
Don’t all police cars have a barrier between the front and back seats to protect the officer/driver while transporting the person arrested to jail?
Sometimes it’s best to keep quiet. Looks like the cop had heard enough.
“PG is a heavily Black area.”
Yes, and Temple Hills is more so.
“Sometimes its best to keep quiet. Looks like the cop had heard enough.”
This cop has made life far more dangerous for every other cop.
P.S. It sounds like murder to me.
“Dont all police cars have a barrier between the front and back seats to protect the officer/driver while transporting the person arrested to jail?”
In this day and age of erf saving endeavors it was probably a compact car sans a useful backseat.
1974 while handcuffed I was kneed in the jewels by 2 San Diego PD Officers while they kicked my fresh from the Dry Cleaners Uniforms all over the Beach (taking turns kneeing me and kicking my Uniforms around) I was not Charged nor Arrested, they turned me over to Shore Patrol that drove me around for 1/2 hour and then instructed me to gather up my stuff and truck be Thankful that no-one had stolen my Uniforms and return immediately to the Naval Station because if the PD found me again they couldn’t help.
All because a guy saved me a parking space and I pulled in before they (the PD) did.
Months later (after I filed a Protest/Complaint and was off the Coast of Viet Nam, yeah I know, the War is over) One of the Officers involved was accused of killing a Sailor “While he was attempting to escape” and my Complaint was offered up in Trial, seems the Sailor fell and the Officer tripped over the Sailors Head crushing his skull and killing him.
Those days it took months to communicate, I never got to go to Court, I never got to Testify (as I would be gone for another 4 Months anyway) and never found out the outcome of the Trial (I think I know).
San Diego cops in those days were no different than the War Protestors just Armed and In Power and very Cruel.
I was 18 years old then and I have NEVER forgotten nor have I forgiven. Those 2 idiots enjoyed kneeing me over and over and taking turns... today if anything like that ever happens to me like that again... #1 There is NO PLACE ON THE PLANET TO HIDE #2 Their “Hell to Pay” NEW “Life Story” would be Directed, Orchestrated and be ADMINISTERED by ME and My Friends #3 Over the years I’ve learned a few things
(I am Still Pissed!)
A cage isolating the backseat may not be PC in Prince George county.
The new york slimes birdcage liner (New York Times) says that the man was shot while he was “handcuffed in the back of a patrol car”
The kicker was that the 3 detectives in the case were not invited to the trial (Keller, Texas PD). Defense nor Prosecutor did not want them there.
The work was by the DA's investigator from the leads I gave him.
Wow. They charged the officer fast!
“...Cpl. Michael Owen, Jr., a 10-year veteran of the force.
Owen was also charged with voluntary and involuntary manslaughter, first-degree assault and use of a firearm in the commission of a crime of violence, according to a news release. He was arrested on Tuesday, department spokeswoman Jennifer Donelan said.”
The suspect was buckled into the front passenger seat of the vehicle, which Cotterman said is normal for Prince George’s County police.

It’s not normal for any of the police departments around here.
All 3 detectives were promoted after the trial on merit of their work on the case.
I recall cocaine free base smelling like cat piss
Early 80s back when cocaine rock was spongey and translucent and made with ether or acetate

How many years past (your leads)
I would have to go back 46 years for records... I have time now, so I might... There is NO Statute of Limitations for Murder and I’d LOVE to bring that up in his life again for that POS to deal with all over again since I never got to testify
I asked them if they ever heard of a Texas Capital Murder case in which the dectetives were not invited and them give them name of the case...Tarrant County vs Leslie Kapper
Reminder: Keller, Texas PD.
Yes, I have names of the detectives.
