In general, no, but I'm just comparing one very modern very new lab with a lot of international inspection and collaboration to, in the immediate region, hundreds of thousands of juicy incubators with virtually non-existent oversight or even rules, much less regulators.
Not that we necessarily handle dangerous stuff better here. I suspect even Chinese engineers would blanch at the stuff that went on at the Paducah, KY, Gaseous Diffusion (nuclear materials) Plant. (Do a web search, if curious.)
