I suspect the only reason they aren’t punishing the players is that this type of cheating is much more widespread than anyone wants to admit, and if they start punishing players they will open a Pandora’s Box that they can’t close again.

I suspect the only reason they arent punishing the players is that this type of cheating is much more widespread than anyone wants to admit, and if they start punishing players they will open a Pandoras Box that they cant close again. The official reason given for not punishing the players was that they were given immunity in return for cooperating with the investigation. I know, that's lame, but that's the official line the commish's office released.
