Most billboard stands are on private property adjacent to highways or, on properties within cities and townships with high traffic.
They pay a monthly fee to the property owner. It would be relatively low cost to simply negotiate a monthly fee with the landowner to place their own billboard stand on the same property. They could then display any message they wish.
Instead of whining they need to get creative and pro-active.

Yeah by golly- you just can’t hurt the bottom line of a business who’s pleasure it is to hurt an unborn human being to the point of death

During the time I lived in Minnesota (Eagan), pro-life signs were regularly vandalized.
