FWIW: I just downloaded Wavosaur version 1.3.00 from here: https://www.wavosaur.com/ and installed it (actually it’s a single executable file) on a Win-10 Pro machine. It opens OK, opens wav files OK, and is currently playing a 400+ meg audio file. No compatibility mode and (so far) no glitches.

Does it puke before the program comes up, or does that happen when you try to do something in the open program panel?
I downloaded the 64-bit version to my 64-bit Win 8 box, and that came up fine as well.
I didn't actually do anything with it, though.
I'll try opening a .wav file - got a few laying around.

Wonder if Paul has got the current 2017 iteration?
It's running fine for me on a Win 8 installation and a Win 10 installation.
It doesn't seem to be a program that makes it into the Control Panel "Programs and Features" list - just a stand-alone executable, with a small footprint.

I’ll be damned. It plays a wav file ok. But recording functions (record, input monitor) cause the error message.

Ok, I tried Wavosaur.1.3.0.0-x64(en) and Wavosaur.1.1.0.0-x64(en). Same result either way. Plays but won’t record.
Yes, nice simple interface, very small footprint!

I ran record fine on my Win 8 64-bit box.
Actually, it's a tad disturbing, because I have my microphone taped over, and I heard the sound of me using the mouse to shut off recording.
"monitor input" also worked without puking - mind you, I don't have anything actually plugged in to the input.

Had to switch to my netbook - wifey threw me out of bedroom for typing too loud! (A mouse would wake her up, but not a severe storm!)
Mouse over “record” button or click on icon right beside red record button.)

Does MS even bother updating Win 8 these days?
I’m almost positive this error message started coming up in Win 7 after an update. Maybe it reset something? (I have a friend who manufactures an audio analysis hardware / software package. It is of course highly dependent on what Microsoft does with the handling of audio, and they absolutely drive him nuts.)

Just did that on a Youtube video - wasn't too pleased with the results (a little tinny, but I think it was capturing mono, not stereo - even though it said "stereo" on the output file).
No problems, though.
NO WONDER you like this program.
