If there can be a made up crime of obstruction of Congress, then what both House and Senate Democrats have been doing since before inauguration of Trump has been obstruction of the Executive Branch of government.

The delay in confirmation of department heads, the constant “Refuse” and he is not my President is a clear obstruction of the executive branch.

Rather than a class action lawsuit, maybe a RICO suit for damages or a charge of obstruction of the Executive branch.
