Does this mean that Trump cannot pardon Flynn?
No, Flynn was not impeached. Trump can pardon him. He can’t pardon anyone who was impeached.

Imho, it means that the president who is impeached cant pardon those involved in his charges of peach mint sorbet. I think he can still pardon Flynn while holding office.
Otherwise, the President could appoint flunkies to do all kinds of mischief, and pardon them, and they'd be _totally_ untouchable.
This way, Congress can serve as a last-ditch defense by Impeaching them -- and rendering them ineligible to work for the US government any more.
