Outside CONUS law violations operate a little differently someone once said. (Philman, I think.) I do not know anything about this subject so it would be up to some Attorney Freeper to speak to the subject. You generally cannot be prosecuted in the U.S. for illegality committed out side the country. I think that one example where you would, would be Sex tourism, where the U.S. Citizen engages in pedophilia.
