Probably the simplest way is to use the windows "Paint" app already in your windows system.

Just find Paint in your windows menu and open and load a picture.

It has a bunch of features. Look for the "A" at the top. run the mouse over it and it will say "text".

Click that and move your mouse to the picture. The cursor should look like a a little "I". start typing and you'll see the text as you type.

Play around with it to become familiar with how it all works. (fonts...font sizes...colors..etc.)

This should get you started. Also do a google search for programs to add text to pictures or graphics. The are a bunch of them out there.
