You can still do the Freebie version of the Windows 10 upgrade. They said they stopped doing it but I downloaded and installed the upgrade to my Windows 7 machine last Friday night. Start HERE.

In order to update an existing Windows 7 machine to W10, you need to have a version of Windows 7 installed that is registered to you. I don't believe you can do the free upgrade with a "wiped" machine unless you first install W7 on it.
