Among other violations, the HOA says the plants don't hide the foundation.

Sorry, Dorothy, the HOA is the overlord of your property. Never ever move into an HOA.

We do alot of contracting work in HOA neighborhoods. The properties look the best and the home values are usually the highest.
HOAs can be overbearing bit so can sloppy, loud neighbors.

Why not just pile up pine straw 4 inches next to the house to cover the foundation.

Busybody nitwits.. No truer words have been spoken! It's usually just one person who is a self-proclaimed "bigshot" suffering from dementia. The rest are those who just go along to get along.. and others who try to reign in the little Dictator.. then after a couple of years, quit in disgust.

Your property value is not your neighbors concern.Nobody held a gun to my neighbor and made him sign a HOA contract. He enjoyed the freedom to find a home somewhere else.
But he signed the contract, as did the rest of us, so he'd better abide by the terms. It becomes my concern when my pocket is getting picked.

When administered properly, an HOA is a necessity. I have lived under one for 18 years and all they have done is good for the complex.
It's not loaded with busy bodies who are ultimately the sources of these problems.
The problem with HOA's is that the only people willing to run for office are the left wing anal retentive nazis who want to control everything by the book.
With that being said, your HOA is only as good as the people you elect to the board. There is no way in hell this couple would have been attacked by the board members in my complex and would have likely been celebrated for attention to their property........
