Unfortunately, there have been other cases where individuals have removed the bracelet, and been able to rape and murder people before being hunted down. Why anyone thinks this is a secure way of tracking criminals needs their head examined. The only true way to make sure you know where these creeps are 24/7 is keeping them behind bars.
