Can you imagine any policeman asking a judge for a warrant because,
“The guy makes me mad”?

Not necessarily. The judge might work with the cop to come up with a pretext the judge can sign off on. Maybe the judge hates the guy too. Small towns work this way, and some big cities do as well. The system is more rotten than most people suspect.
